This idiot almost certainly doesn’t even know what they are and i doubt anyone in his circle cared enough about them to put the obsession in his head. Trump is an incurious idiot, there is no rational explanation of why he is obsessed with tariffs he has simply become convinced they work magic.
Its something he can get away with, even if temporarily, to cause chaos and make bank with insider trading. The courts are too slow.
