      I know in history class, they said some people ignored Hitler’s rise to power — believing he wouldn’t get very far.

      Americans thought that of Trump in 2016. Trump thought that of Trump in 2016.

      Not necessarily. It can describe both fascism in action as well as things similar to it. This is the Merriam-Webster entry:
