No, the U.S. is a bit hard to read right now, but in general, they have been pushing for disarmament. Both s and n Korea still claim the whole peninsula, so that doesn’t help. And one can easily see why n Korea wants to keep nukes, and that the western world doesn’t want them to have them and has imposed sanctions related to that. China doesn’t want a US aligned unified Korea on its doorstep, so while they push n Korea to not act too crazy, they don’t want them to reunite. S Korea has made overtures for peace and economic collaboration repeatedly. But It’s really n Korea that refuses to talk.

N and S Korea are still at war. If one is allied with S Korea, it makes quite a bit of sense to have sanctions against N Korea, no?
