Sadly I don’t see the incentive for a for-profit torture trap to spend potential profit on energy bills to avoid torturing people.
They will if they stand to miss out on money if they fail to do it. That basic level of incentives is all that works at this point
If this is enough to become a power grid problem, Texas needs to ask itself, “Why do we have so many people in prison?”

Should be fine, most outages are during the winter.
