Maybe check if the Z height is accurate at these layer heights. Take a feeler gauge stack and get true measurements to compare where the machine thinks it is at. It wouldn’t hurt to clean and lubricate the Z screws/bushings.
If that’s all good, try different cooling. It’s possible it’s underextruding because it isn’t handling heating/cooling properly so close to the build plate.
I had this exact same output on a Makergear M2 and never found the root cause, but I either over extruded if aesthetics mattered or left it as is and lived with it. One day it suddenly wasn’t an issue anymore. I have no idea the fix as I did a major maintenance breakdown where I cleaned and lubricated everything that moved, changed filament brands, upgraded the nozzle/cooling, and swapped the build plate from glass to PEI on mic6.
