I’d argue his job is to listen to his constituents, and since through his actions or inactions this person is coming to harm, that he is not listening. Perhaps he should “Shut the fuck up and listen.” The problem is that while she’s talking, he’s not listening. He’s just waiting for her to stop talking so he can tell her that she’s wrong.
