The could have manually kept it the Gulf of Mexico, but they have a pretty consistent record of following whatever the federal government of a location does. At least Apple does, idk about Google as much though I imagine they’d do the same.

No, the gulf was also only an executive order. There was a bill that passed the House, but the Senate never took it up.
