Of course; though contextually that could’ve meant the latter paragraph, too. I was slightly thrown off as I don’t know how one would exploit hard age limits, but instead it also seemed exploiting the cognitive assessments would be an easier thing to exploit.
Either way, something must be done of course. Hopefully consensus continues to rise on this.
